Bronwyn Dylla Bailey, Vice President of Research

Bronwyn Dylla Bailey has been conducting research and analytics for business engagements and academic studies for more than 15 years. Prior to joining the PEGCC, she led an analytics team at BlackRock to optimize distribution strategy and promote asset growth of iShares ETF products. She was formerly the research director at SVB Capital, the private equity division of SVB Financial Group. Here, she implemented a research agenda to assess financial market dynamics, guide strategic decisions and benchmark performance of a $1B portfolio. She also advised the Institutional Limited Partners Association as an external consultant on developing benchmarks measuring private equity performance.

Prior to SVB, Bailey conducted financial and economic analysis in support of intellectual property, antitrust and other commercial litigation at PricewaterhouseCoopers. Bailey also directed economic consulting engagements at InteCap in Los Angeles and advised telecommunications and media clients as a strategy consultant for Capgemini in London. She has authored numerous publications, such as SVB’s quarterly Venture Capital Update, a chapter on entertainment finance for a leading financial reference book and academic papers.

Bailey graduated magna cum laude from Cornell University with a bachelor’s degree in government and international relations. She earned a master’s degree and a doctorate in political science from the University of California, Los Angeles, where her research examined the economic impact of the European Union’s competition policy.

Jennifer Colfelt, Vice President of Finance, Operations and Membership

Jennifer Colfelt has served in planning and operations roles at non-profit organizations for over ten years.  Joining the Private Equity Growth Capital Council in March of 2008, she previously served as the Manager of Finance, Operations and Human Resources.  Promoted to her current position in March of 2012, Colfelt directs the financial and administrative operations of the organization and works in tandem with the President & CEO on furthering member relations and recruitment.  Before the PEGCC, Colfelt served at Business Roundtable from 2006 to 2008 where she supported the Executive Director and managed the DC operations of the successful Gulf Coast Workforce Development Initiative and “I’m GREAT” campaign.

Before entering the policy field, Colfelt began her non-profit career in symphony orchestra management where she served in the artistic planning department of the Chicago Symphony Orchestra under the leadership of Daniel Barenboim from 1999 to 2003.  In August 2003, she moved to Washington, DC and worked for classical music conductor and composer, Leonard Slatkin, at the John F. Kennedy Center for the Performing Arts until 2006.

Colfelt graduated pi alpha alpha from George Mason University (Arlington, VA) with a master’s degree in public policy concentrating in regional economic development issues.  Previously she earned a bachelor’s degree from Northwestern University (Evanston, IL).

Langston Emerson, Vice President of Government Affairs

KAP_PEGCC_Langston_Emerson-19-2 (600px)Langston Emerson brings more than 10 years of Capitol Hill and advocacy experience to his role as Vice President of Government Affairs for the Private Equity Growth Capital Council. Prior to joining PEGCC, Langston was Senior Director of Federal Government Relations, for TIAA-CREF Financial Services. At TIAA-CREF, Emerson was responsible for the financial services legislative and regulatory practice in Washington DC. He developed strategy and led efforts to address a variety of matters with the Dodd-Frank Act, including concerns with systemic risk, the Volcker rule and consolidated capital rules for non-bank financial companies.

Before TIAA-CREF, he was Director of Federal Relations for the National Association of Real Estate Investment Trusts. In this capacity, Emerson lobbied Congress on issues of importance to the REIT and commercial real estate industry, including REIT tax rules, carried interest and terrorism risk insurance. He also worked at a law firm as a Senior Policy Advisor to clients on several issues including health care, energy and financial services matters.

Emerson worked on Capitol Hill as a senior aide to Congressman Michael Capuano and was responsible for his financial services committee work. During his time with the Congressman, he worked on several issues including a terrorism risk insurance extension and led efforts to commission a study on the hedge fund industry. Prior to working with Congressman Capuano, Emerson was an aide to Congresswoman Carolyn Kilpatrick where he was responsible for banking, tax and economic issues.

Emerson graduated magna cum laude from Howard University and earned his law degree from George Washington University Law School.

Steve Judge, President and CEO

Steve Judge serves as President and CEO of the Private Equity Growth Capital Council.  Appointed in 2012, Judge manages all aspects of the PEGCC and serves as the top spokesman for the private equity and growth capital industry.  He oversees all communications, research, and government relations activity at the Council.  From 2007 to 2011, Judge served as the Vice President of Government Affairs, where he represented the private equity industry before legislators on Capitol Hill, and before federal agencies.  He worked on tax issues, the enactment of Dodd-Frank, and regulatory rulemakings.  During this time he was selected as a Top Lobbyist by CEO Update.

Before joining the Council in March 2007, Judge was Senior Vice President, Government Affairs and Head of the Washington Office for the Securities Industry Association (SIA), now the Securities Industry and Financial Markets Association (SIFMA).  He joined SIA in 1991 as vice president and lobbyist.  During his 14 years as head of the SIA Washington office, Judge was a leading advocate of policies to encourage investments.  He directed SIA’s advocacy efforts for the investment banking and brokerage industry in federal, state, and international government affairs.  Judge worked on the Gramm-Leach-Bliley Financial Services Modernization Act of 1999, promoted legislation to reduce fees on the investment industry, and advocated for significant securities law improvements.  While at SIA, Judge participated on a number of trade negotiations, including World Trade Organization negotiations.  He was also very active on state regulation of security broker-dealers, most notably in California.

Before moving to the private sector, Judge was Deputy Staff Director of the Committee on Banking, Finance and Urban Affairs of the U.S. House of Representatives from 1987 to 1991.  His principal responsibilities on the Committee included managing committee procedure and subcommittee activity.  Judge served as a liaison with the Senate Banking Committee, worked with House and Senate leadership, and managed conference committees.  While at the Committee, Judge worked on significant legislation dealing with the savings and loan crisis, major foreign trade, investment, and housing legislation.

Judge came to Washington D.C. in 1978 with Congressman Bruce Vento (DFL-MN), eventually becoming the Congressman’s Legislative Director.  While with Rep. Vento, Judge drafted the McKinney-Vento Homeless Assistance Act and led a staff investigation into abuse of the Urban Development Action Grant Program.  He began his legislative career in the Minnesota State Legislature as Staff Assistant with the Senate Committee on Education.

Judge holds a bachelor of science degree in government from St. John’s University in Minnesota.  He lives in Virginia with his wife, Sharon, and has two grown children.

Jason Mulvihill, General Counsel

Jason Mulvihill currently serves as General Counsel for the Private Equity Growth Capital Council (“PEGCC”). Before joining the PEGCC, he served as Legislative Director and Chief Counsel for Senator John Ensign (R-NV). In this capacity, Mulvihill developed and led strategic initiatives that supported the Senator’s pro-business policy goals. He was the Senator’s senior legislative advisor, managing the Senator’s legislative staff.

As Senator Ensign’s Chief Counsel, Mulvihill was responsible for tax and trade issues before the Senate Finance Committee. He was one of the principal Republican staff who crafted the bipartisan renewable energy tax credit legislation that was signed into law in 2008. In early 2009, he developed and secured enactment of cancellation of debt income legislation. Mulvihill also helped to prevent changes in the tax treatment of deferral, carried interest, and publicly traded partnerships.

Mulvihill joined Senator Ensign’s staff after serving as Senior Counsel for the Senate Committee on Commerce, Science, and Transportation. Before working on Capitol Hill, Mulvihill was an Associate at Skadden, Arps, Slate, Meagher & Flom in Washington, D.C. practicing antitrust law.

Mulvihill graduated summa cum laude and Phi Beta Kappa from Georgetown University, and received his law degree from Columbia University Law School. He is a member of the New York State and District of Columbia Bars. He and his wife, Christina, reside in Washington, D.C.

Ken Spain, Vice President of Public Affairs and Communications

Ken Spain joined the Private Equity Growth Capital Council in January 2011 after successfully leading public relations and government affairs initiatives on Capitol Hill and political campaigns. At the PEGCC, Spain oversees the public affairs and communications operations. He was responsible for the launch and the management of the PEGCC portfolio company initiative that has connected dozens of private equity-backed portfolio companies and their CEOs with over 200 Members of Congress. Spain also spearheaded the development of the Private Equity at Work campaign to educate the media, policymakers, and the general public about the value of private equity to the U.S. economy. The campaign launched before the 2012 presidential election, and won a PRSA Silver Anvil Award of Excellence, received an Honorable Mention from the Bulldog Media Relations Awards, and was a finalist for a SABRE Award.

Between 2009 and 2010, Spain served as the Communications Director for the National Republican Congressional Committee (NRCC), where he oversaw a large team and was responsible for communications strategy, messaging, and candidate preparation. His work at the NRCC resulted in what the New York Times called “one of the most remarkable Congressional campaigns in more than a half-century,” delivering a wave of victories and a new Republican majority in the U.S. House of Representatives. Prior to that, he also served as the Press Secretary and National Spokesman for the NRCC from 2007 to 2008.

Before joining the NRCC, Spain worked on Capitol Hill serving two members of the U.S. House of Representatives. From 2005 to 2006, he worked for Rep. K. Michael Conaway (R-TX) as his Deputy Chief of Staff and Press Secretary. From 2006 to 2007, Spain served as Communications Director for Rep. John Shadegg (R-AZ).

Before moving to Washington, Spain worked on a number of political campaigns, where he gained experience in the areas of communications and grassroots organizing. In 2004, he served as New Mexico Communications Director for the Bush-Cheney ’04 campaign. Spain also worked on the respective primary and runoff campaigns of K. Michael Conaway (R-TX) and Michael McCaul (R-TX). Both went on to become members of Congress. He also worked as a District Representative for California State Sen. Bob Margett from 2002 to 2003.

Spain earned a Bachelor of Arts degree in History from the University of California, Santa Barbara. He is originally from Whittier, California, and currently resides in Washington, D.C. with his wife, Emily.
